Local authorities are under increasing pressure to bring forward investable local energy projects quickly, confidently, and with the right expertise in place.

Greater South East Net Zero Hub – Solar panels

The Local Net Zero Accelerator (LNZA) Dynamic Purchasing System (DPS), launched in July 2024 by the Hub, has been designed to do exactly that.

At its core, the DPS is a flexible procurement route that gives public sector bodies access to a pre-qualified pool of specialist suppliers. Unlike traditional frameworks, it remains open throughout its lifecycle, allowing new suppliers to join regularly and ensuring buyers always have access to up-to-date expertise. More importantly, it enables local authorities to run streamlined, compliant mini-competitions for advisory services that help move projects from early-stage ideas through to investment readiness.

The LNZA DPS is particularly suited for authorities developing local energy initiatives that require specialist input whether that’s financial modelling, commercial structuring, legal support, or procurement strategy. Rather than focusing on delivery (e.g. building infrastructure), it focuses on the critical early stages: making projects viable, fundable, and attractive to investors.

The benefits are clear:

  • Faster procurement timelines (typically achievable within 6 – 8 weeks)
  • Access to a wide and growing supplier base across 38 service categories
  • No overall value cap, enabling use across projects of varying scale

If your contact at the local authority is looking to accelerate their local energy delivery and bring forward investable projects with confidence, the LNZA DPS offers a compliant, efficient, and well-supported route to market.
