If you are a potential supplier or public sector organisation that needs further information, please contact Paul Kemp.

We are delivering the Local Net Zero Accelerator on behalf of the Department for Energy Security and Net Zero (DESNZ).  As part of this programme, we have launched a new Dynamic Purchasing System (DPS) to help Local Authorities access expertise in financing net zero projects.  The DPS is operated by Cambridgeshire & Peterborough Combined Authority.

Obtaining finance for a local energy project requires a structured, standardised approach to project development.  GSENZH and the other Net Zero Hubs offer support to Local Authorities in developing projects.

Acquiring independent advice on your project can also be essential in preparing it for investment.  The LNZA DPS aims to make the process of obtaining independent advisory services quicker, more efficient and lower-risk for Local Authorities.

Webinar: Introduction to the LNZA DPS

Please see below a webinar from Alex Rathmell, form LNZA Programme Lead, introducing the LNZA DPS. To select specific chapters of the video, click ‘watch on YouTube’ and view the video description.

Suppliers

Five categories of advisory services are available through the DPS:

  • Finance
  • Public Sector Finance
  • Legal
  • Procurement
  • Consultancy

If you provide services in one or more of these categories, you can see details of the LNZA DPS here. You can apply to join the DPS via the same link. Applications are accepted on a continual basis and processed on a monthly cycle.

Buyers

The three Combined Authorities that are participating in LNZA (West Midlands, Greater Manchester, York & North Yorkshire) are using the DPS to deliver aspects of their programmes through to March 2026.

The DPS is also available for other Local Authorities across the UK to use, with some restrictions, until mid 2028. For Local Authorities in England, the DPS should be used in consultation with your Local Net Zero Hub to ensure appropriate support is in place for your project.
