Home About us

The Greater South East Net Zero Hub is a regional, government-funded initiative that works with local authorities, other public sector organisations, and their stakeholders to support the development and financing of local energy projects.

We support the development and enable the financing of local energy projects. These projects encompass local power generation, heat and buildings, transport and local energy systems.

Government-funded local energy programmes

The Hub has the ability to deliver impactful support through a combination of technical capability and established stakeholder networks. The Hub supports Local authorities, NHS, education, and the wider public sector – with all support funded by DESNZ at no cost to the client.

We also support the delivery of government-funded local energy programmes. These programmes include community energy development, local energy support for businesses, domestic retrofit (energy efficiency) schemes and support for the development of the domestic retrofit supply chain. We are also aiding the upskilling and upscaling of the domestic retrofit supply chain in the region through the provision of a dedicated procurement framework and by supporting a regional retrofit training network.

What we do

We overcome barriers

With our advice and support we help to overcome barriers to local energy project development, such as:

  • Lack of resource or technical expertise within the organisation that has initiated the project.
  • Lack of a robust business case or route to financing to complete the project.
  • The need for a convenor to involve other organisations and facilitate conversations when the solution to the barrier sits with a third party.
We accelerate development
  • We capture learning from the projects we support and promote best practice, so that similar projects can be done even better in future.
  • We enable successful projects and programmes to be replicated at a greater scale so that they have much greater impact.
  • By sharing learning, and by replicating and scaling up success, we can help public sector organisations in the early stages of their local energy journey to benefit from the experience and achievements of those that have decarbonised further and faster.
We attract investment
  • We help to raise local awareness of the opportunities and benefits of local net-zero investment.
  • We help organisations to develop their project plans to a robust, high-quality standard so that they meet the requirements of government funding schemes.
  • We help organisations to develop their project plans, so that they are attractive to investors and able to provide public benefit.
  • We are supporting research into a replicable model to achieve development and attract finance at a regional scale.
  • We aim to scale up local energy development opportunities to attract the scale of investment required to meet the clean energy goals of the public sector bodies in the Greater South East region.
We enable collaboration
  • We help connect the many different stakeholders in the region who are working towards clean energy goals.
  • We have brought together diverse organisations for mutual benefit and to achieve new solutions.
  • We share ideas and best practice with the other regional Local Net Zero Hubs in England, and work together to improve efficiency and increase impact.
We gather and share insights

We identify opportunities and challenges that could impact on local energy development, and gather evidence about these from our regional stakeholders, so that we can provide authorities, regulators and policy and decision-makers with additional insights to help inform their plans.

We welcome your feedback and insights on any issues or opportunities that you would like to bring to our attention:

Our structure and governance

Department for Energy Security and Net Zero

The five Net Zero Hubs are funded by the Department for Energy Security and Net Zero and supported by its Local Net Zero Programme team. The Hubs are part of the capacity and capability support that the Department provides to local authorities to help local areas decarbonise.

Regional Advisory Boards

As part of the governance structure for the Greater South East Net Zero Hub, we have set up three (sub) Regional Advisory Boards. This is to enable better engagement between the Hub and stakeholders in the region and to provide advice to the Hub and its Governing Board on local needs and priorities. The Boards gather and share insights to identify opportunities and challenges that could impact on local energy development in the region and the work of the Hub.

Members are primarily drawn from local authorities, the third sector (community energy) formally constituted climate change partnerships with a mitigation focus, NHS, academia and further education (green skills).

These Regional Advisory Boards cover three areas across the Greater South East region, which are Central England, East and South East. These mirror the Regional Energy Strategy Plan (RESP) areas. Representatives from the Greater London RESP area sit on the Hub’s main Board of governance.

Governing Board

The Greater South East Net Zero Hub has a Governing Board with an independent chair. The Board provides oversight to our programmes of work, informs our strategic direction and is integral to our decision-making process. The Hub Board’s Terms of Reference are here. Board members are drawn from the region and include the chairs of the Hub’s three Regional Advisory Boards, representatives from London authorities and the NHS.

The Governing Board meets approximately every six weeks. The latest Board minutes, 3 June 2026 are here.

Accountable Body

The Cambridgeshire and Peterborough Combined Authority  acts as the Accountable Body for the Hub. In this role, the Combined Authority receives and holds responsibility for the grant funding that is provided by the Department for Energy Security and Net Zero to the Hub for its core operations, and for other programmes that the Hub delivers for the Department. Key decisions for the Hub are taken by the Combined Authority, acting upon the recommendations of the Greater South East Net Zero Hub Board.

The Combined Authority also acts as the the operational host for the organisation and employer of the Greater South East Net Zero Hub operations team. It provides the Hub with the key services it needs to function, such as finance, legal, procurement and communications support.
